41 year old Casey Rolfes of Celina has been indicted on 3 felony charges related to the alleged theft of water and sewage services over a 6 year period ending in August of this year. Rolfes faces 2 counts of theft and possession of criminal tools. The charges are 5th degree felonies. Rolfes is accused of stealing an amount that is one thousand dollars or more and less than seven thousand five hundred dollars. Rolfes allegedly had a straight bar meter by-pass with purpose to use it criminally. Rolfes is scheduled to appear in Mercer County Common Pleas Court on December 3rd.
