Celina Board to Consider $160,000 Head Start Contingency Plan at Nov. 17 Special Meeting

Celina City Schools will hold a special Board of Education meeting on Monday, November 17, 2025, at 4:00 p.m. in the Education Complex conference room. The session is a public meeting of the Board for conducting district business and will include a scheduled opportunity for public participation.

At the top of the agenda is a Head Start report presented by Mrs. Amy Esser, including Board consideration of a fiscal contingency plan that would provide an estimated $160,000 to cover Head Start operating and programming costs for December 2025 if a federal Notice of Award is not received in time. The contingency plan is broken down roughly as follows: $90,000 for personnel, $50,000 for fringe and benefits, and $20,000 for operational and programmatic expenses. The plan is explicitly intended to prevent a temporary program closure and would only be used if necessary to maintain December 1 operations.

The Board will also consider an amendment to the district’s longevity incentive policy (Attachment A), as presented in the agenda.

  • Public participation: A maximum of 30 minutes will be allowed for public comment. Speakers must give their name and address; each person will be allotted 3 minutes until the 30-minute total is reached. No person may speak twice until others who wish to speak have had their opportunity. The public comment period may be extended by majority vote of the Board. Individuals requesting more time should follow the Board’s procedure to be placed on a regular agenda.

The meeting will open with the Pledge of Allegiance and roll call, proceed through the listed agenda items, and conclude with Board motions and adjournment.
