Rockford man charged with multiple counts of sexual battery in Mercer County

A Rockford man is facing multiple felony charges after a criminal complaint was filed in Mercer County Common Pleas Court.

Court records show Jason R. Rissner, 49, of Rockford, is charged in Case No. 26 CRM 009 with three counts of sexual battery. Counts one and two are listed as second degree felonies, and count three is listed as a fourth degree felony.

The complaint alleges the offenses occurred in Mercer County between March 21, 2025 and December 21, 2025. The complaint further alleges the victim was a minor, and that Rissner was the adoptive father of the victim.

The complaint was filed January 16, 2026. The case was signed by Detective Douglas Wuebker with the Mercer County Sheriff’s Office.

A criminal complaint is an allegation. The defendant is presumed innocent unless and until proven guilty in court.
