Minster Electric Department receives national recognition for excellence in safety, excellence in public power and Reliability

 

 

COLUMBUS, OH: American Municipal Power, Inc. (AMP) congratulates the Minster Electric Department for receiving a Diamond level Excellence in Safety Award, Platinum level designation as a Reliable Public Power Provider (RP3) and Certificate of Excellence in Reliability during the American Public Power Association’s (APPA) annual Engineering & Operations Conference, which took place March 29 through April 1 in Huntsville, Ala.

 

“We are pleased to see so many AMP Members be recognized for their commitment to the safety of their employees,” said Jolene Thompson, AMP President/CEO. “Earning the APPA Safety Award is a great accomplishment and we congratulate the Minster Electric Department for their steadfast commitment to safety.”

 

The Minster Electric Department was awarded the Diamond level Safety Award in Group A (determined by less than 15,000 worker-hours of exposure), in recognition of safety practices demonstrated by having the lowest safety incident rate within its group.

 

According to APPA, 240 of the more than 2,000 municipal electric utilities from across the country earned the Safety Award of Excellence. Entrants were placed in categories according to their number of worker-hours and ranked based on the most incident-free records and overall state of their safety programs and culture during 2025. The incidence rate, used to judge entries, is based on the number of work-related reportable injuries or illnesses and the number of worker-hours during 2025, as defined by the Occupational Safety and Health Administration.

 

The RP3 designation, which lasts for three years, recognizes public power utilities that demonstrate proficiency in four key disciplines: reliability, safety, workforce development and system improvement. Criteria include sound business practices and a utility-wide commitment to safe and reliable delivery of electricity. The Minster Electric Department received the Platinum Level designation, which is awarded to utilities that successfully meet 90-97 percent of the RP3 program criteria. This year, 118 of the country’s more than 2,000 public power utilities earned the RPdesignation.

 

“The Minster Electric Department has shown a commendable dedication to maintaining an excellent public power system,” said Michelle Palmer, AMP Vice President of Technical Services and Compliance. “Their RP3 designation was hard earned and serves as a testament to the work they have undertaken to provide their community with superior service. AMP congratulates the Minster Electric Department on this accomplishment.”

 

The Certificate of Excellence in Reliability recognizes utilities that placed in the top 25 percentile of reliability nationwide in 2025, as measured against the U.S. Energy Information Administration’s (EIA) data. APPA helps public power systems track outage and restoration data through its PowerTRX Reliability service and compares the data to national statistics tracked by the EIA. AMP covers the cost of subscription to the PowerTRX Reliability service for all its Members.
