Celina Woman Indicted On SNAP Fraud And Grand Theft Charges

A Celina woman has been indicted in Mercer County Common Pleas Court on charges connected to the alleged illegal use of food assistance benefits.

According to court records, 65 year old Twyla J. Frasher was indicted on one count of illegal use of Supplemental Nutrition Assistance Program benefits or WIC program benefits, a third degree felony, and one count of grand theft, a fourth degree felony.

The indictment alleges the offenses happened between November 1st, 2019 and March 10th, 2026 in Mercer County.

Court records allege the SNAP benefits involved totaled $19,272. The indictment also states the benefits involved were valued at $7,500 or more and less than $150,000.

The indictment was filed April 16th in Mercer County Common Pleas Court.

An indictment is an allegation. Frasher is presumed innocent unless and until proven guilty in court.
